I'm almost certain that it IS precum. Some men produce a lot, some produce hardly any. It is clear, odorless, sometimes sticky (but still very watery). It is normal when you are aroused.
You should be concerned if it is discolored, smells, burns, etc. There are some STD's that produce a type of discharge from the lining of your urethra.

It could be sweat, or it might be coming out of your penis after your erection has fall down ( precum ). Also take a look around to see if you look normal in there , any leakage of some weird kind may mean something wrong.
Becoming hard is a clue it's sperm.
