3 times I've asked him to go out but he always cancels!

I met this guy on my birthday at the resort we were staying at (he works there) well that night we kinda hit it off and we talked for hours well then he went home but we stayed up til 3 a.m. texting. The next day we hung out and had a lot of fun! But, when i see him he gets happy and he smiles when we come to the resort to swim. He also remembered things about me like the song that I told him that I liked. Well---I have asked him three different times to go to a movie with me and he says yes but at the last minute he cancels on me...I don't know if he likes me or if he's just messing around...please help...i really like him but if he doesn't like me I need to move on.
