Why would a girl get upset when you tell her "Let's just be friends?" Isn't friendship part of a relationship or a road to it?

There is a girl I like who often flirts with me. She also seems nervous when I am around her. Sometimes when I'm a earshot away I think she tries to get me jealous by talking about other guys she knows to other people around...and she seems to look up at me for my reaction. But, I dont normally give her one...and she gets mad. I once asked for her phone number in which she seemed excited in giving it to me, but she later emailed me and told me she felt uncomfortable talking to me on the phone because what some other people might think. (What??) So I agreed not to call. The next day she doubled her flirting effort with me, which drove me up the wall in total confusion. Well, since I can't call her I decided to just lay low for a while and consider ourselves passive friends. I figure maybe by being just friends that our relationship may have a chance to mature into a romantic one. However, lately she's been avoiding me and seems upset because of this. Boy...damn if you do...and damn if you dont. My question is...WHAT THE HELL IS GOING ON?!!! No actually...my real question is...If a girl is interested in a guy...and the guy suggest maybe they should be just friends, do girls normally get upset? Why? Isn't friendship part of a relationship or do they want to be exclusive?

She def wants to be more than friends hunny, Thats why she said you couldnt have her number as in a sarcastic cute way she was saying if I give it to you people will talk and think we are more than friends and you dont want that now do you!!!!!She flirts and mentions other guys to get you wound up hunny she is mad about you. And playing a little hard to get and understand but all in a cute way as girls and guys do it differently, I must be half man or so my fella says. If a girl is interested in a guy and he says 'lets just be friends' its like saying 'nothing is ever going to happen between us', a girl automatically thinks this because its a common break up line. If she really likes you then its going to be hard for her to just be friends with you, as she is going to want more.
