 You're both still really young and inexperienced. This could be a sign she doesn't know what she's doing and doesn't WANT to do it but doesn't feel comfortable saying no to you - which is a really bad sign. Both partners should never feel bad for saying no to anything they don't want to do, especially sexually.
If she wanted to experiment and do this, she would. You can try and ask if she's okay with it, ask her if she wants to do it - rather than asking her if she WILL do it.
Really i agree with the previous poster, you're both a bit young. If she won't really react, then drop the subject. It will get on her nerves if you keep asking.

 Hmmm. I had this problem when I first gave oral. Your girlfriend probably has no clue what to do down there, so she just looks puzzled. Maybe you should get some flavored stuff and slather it on there and tell her that you want her to suck/lick it off. While she's there, PRAISE her for what she's doing and make sure you talk her through it. Just be sure she covers her teeth with her lips. You don't want any scarring. Incidentally, have you done anything for her?
