my ex-boyfriend has called me twice in two days. he wont talk talk on my voicemail. why is he doing this.what does this mean? i still have strong feelings for him. we dated a year. it has been a little over a year since he broke up with me. he was the one that said he loved me but not in love with me.

Agree with the answer below. It might be that he is lacking in self-esteem and wants to remind himself that he is loved by someone to boost his confidence. Don't fall for it unless, as said below, he starts making serious concessions that you think are genuine.

AuntyEm agony auntPlaying games I expect. Some men, in the absence of something better will sometimes keep an ex on the hook for kicks.

Unless he is giving you clear messages ' I miss you, I love you and want us to talk and try again' (stuff like that) I'd ignore him.
