 Many species have some kind of primary attraction unit that first draws us to a potential mate. Breasts probably serve that function (along with other functions). Then as the attraction develops, other things would draw attention instead.
Me personally, I'd spend lots of time with breasts, but I can't speak for every male out there.

I was having this discussion yesterday with several girls and we found ourselves cornering this poor poor lad.
