What does it mean when a guy keeps looking at you out of the corner of his eye?

What does it mean when a guy looks at you out of the corner of his eye (as in, he isn't talking to you or anything and your walking by and he keeps his head positioned forward, or not towards you, but you can tell that his eyes are looking in your direction)? Does it mean that he wants to see if you're looking at him, or does it mean that he just wants to sneak a peek at you?
