Hiya I've never heard of Home base being used in this terms... I think it goes:

1st base) Kissing passionatly

2nd base) Touching each other in private regions

3rd base) making love with each other.

Although as the previous writer said it will differ from person to person If lot's of people answer the question it will give you more of a scope.
