 Speaking as a shy guy myself, one who really fancies this girl i work with but am to shy/scared to ask her out, i find flirtatious gestures works best.
I always look over at her, try to hold eye contact, point my body in her direction, use light touch, like gently knudge her in the arm in a humerous way, try to touch her hand when taking something, or brush past her when walking by.
If the shy guy you are talking about does any of these i would say he most certainly likes/fancies you.
