What you did wasn't wrong. What people are afraid of when it comes to teenagers and sex (or what I am worried about) is pregnancies and STD's and emotions! Many are not emotionally ready for sex. But the most "dangerous" part about teenagers having sex is that they for most part aren't responsible enough and have a high chance of 1) getting tricked into having sex 2)get pregnant 3)get an STD
Foot massages doesn't risk pregnancies or STD's. Kissing is also commonly accepted, and I think this kissing her feet can be considered a kiss, although on an unusual location.
