This is my first ever second base and now I am not sure how far she is wanting to go, but judging from what she did, should I follow up next time by actually going under the shirt?  I agree with Lynst- try placing a hand on her stomach.
If you really are unsure how far things are going why not chat to her and ask her where she wants things to go. How far she's willing to go etc. And tell her what you want.

Just put your hand a little under her shirt, on her tummy (maybe tickle her a little, not too much, you don't want to make her wet her pants), then look her in the eyes, smile, and ask, "May I?"
