It sounds like he does. Teasing is a guy's way of getting attention of he's very shy. Rather than ask him out, why don't you try to get to know him a bit more, then you'll know whether you'd want to date him or not. Just say hi and get to know him a bit more. Then, if you like him and you're sure he likes you, ask him out.
