To borrow a line from some movie: No matter what, no matter when, no matter who; any man has a chance to sweep ANY woman off her feet.
It boils down to your confidence in yourself. Most women like guys who are confident, and funny; if you are in awe of her and show it then forget it she won't be interested. If you can't mask your nerves you don't have a chance. Just be confident and use the friendship approach. Don't just ask her out blindly. Get to know her as a friend first then you will be able to analyse when you can make the move.

You say she seems not to be interested in you, in what way has she shown this? Did you ask her out?
If she was interested, you may find her flirting with you or catch her looking at you frequently.
