But honestly I don't think previous sexual experience is a good criteria to base such a decision on. There's so much more to a person than their sexual history, you should really be looking at that stuff. Just because man number 2 isn't as bold, doesn't mean he's not great in the sack. Maybe number 1 is so loud about it to compensate for his crappy performance.
So basically my answer is choose whichever you feel most compatible with... go on a date with both of them, see who you click with.
But if you're going to have sex... be safe... don't want to have a baby or an STD at your age.

 This is easy:
If you want just sex in the relationship, go with the guy who has sex a lot. Offer him sex, and you're set for it.
If you want a probably more meaningful relationship, go with the other guy. He'll probably would expect more from you, so sex will come a bit later than with the other guy.
If you're only in for the sex, don't break this guy's heart. It will be so terrible of you.
