 How many days until the anniversary? If you have time send him a hand written letter, and a small gift with the letter. Not anything big, but something small that can be shipped fast and inexpensive in the mail. You can spray the letter with perfume if you want to, cheesy, but cute!
For example you can add in pictures of yourself with the letter, or chocolates, or a cute card you found or even made yourself, a poem etc.
Then for your anniversary, do you have webcams? You could have a webcam conversation on skype. Dress up for the occasion in a nice outfit and do something fun together, like play one of the small games skype has, or some other game that is possible to play through the computer. Or a game that isn't dependent on the both of you sitting in the same room, like checkers, if you both have a board in front of you, and if you both enjoy playing checkers. Alternatively you can both have a cup of coffee together and just talk.

a romantic dinner (cooked by you=)then go out and have some fun you guys don’t spend a lot of time together so go out to dance to where you both can be yourself! and take a lot of pictures so that way you can make a small scrap book for the next anniversary=D

or book a weekend away eg parris if you cant do it now book it for later on and just give him the paperwork..or how about sending him flowers , i did that once and he was a right thug but it overwhelmed him , he loved it
