 I don't think it's right to make a move on a girl who already has a boyfriend, and apparently, a very traditional father.
Her call means that she is tempted to talk with you, because you are someone she doesn't know, something new and exciting, she is flattered, but she is still afraid of making this public, probably because of her family, and also because she is still dating her boyfriend.
I don't know if you can be friends with her first, or how that looks for your culture (man-woman friendship), if you can do this, get to know each other better, then you can know if her relationship is still serious.
Take some time and don't pressure her, in the end, there are plenty of other fish in the sea; and also, how would you feel if this was your girlfriend being seduced in secret by another man?...
