The doctor told you avoid sex. Licking is oral SEX fingers are manual sex. The mouth is far dirtier than the penis anyway. You want him to shove his saliva and all the germs in that and the germs and mucus from your vagina up into your urethra too?
OP the doc said no sex because he does't want you shoving more dirt up there. Fingers, mouths, tongues, penises all will shove bacteria right on up there. Just leave it, you can wait a week.

 If you use a dental dam sure. But think of all that bacteria in your mouth! Have him use an antibacterial mouthwash beforehand. If he uses fingers, have him thoroughly wash his hands with soap first. If you find you're prone to UTIs you should ask your doctor about taking cranberry pills.
