Step siblings happen when one parent with a child(s) marries another parent with a child(s). There is no blood relation between the children of the two relationships.
You can have a half-sister that blood related, where one parent has a child from another relationship and then has you with another partner.
So step-siblings relationships technically don't count as incestuous.
