 No, its not ok. There are so many different people in the world, so I say choose one that your brother hasn't dated or married. It will only cause problems in the long run. I commend you for asking the question. It means that you do care about your brother's feelings.

 Usually I would be very cautious about a close relatives ex. just the comparisons and rehashing history. It can get pretty ugly. but I think that after 21 years it should be safe. I hope you haven't been pining for her all that time. One thing for sure there won't be any embarrassing moments at family reunions. So on the assumption that you weren't competitive with your brother go ahead. If you were competitive you should re think this.

 Yes I would say that this is fine. They broke up a long time ago. So I'm sure they both moved on. I think that your brother would want you too be happy and would want the best for you.
