If you want to have sex with her ask her about how she feels about the situation. If you don't want to do it then just don't try. Plain and simple.
I for one have experienced this thing before and I was left with severe awkwardness after the fact.
But I didn't plan it. It was just something that hit me all at once and I got caught up in the act.

 I think any man in your situation would be tempted, the test is if you act on those temptations. It is normal to be attracted to a beautiful woman. Especially one who also has other traits that you admire. The problem here is she is family, and you know that you can't do anything. adifferentperspective's idea of getting a girlfriend of your own is a good one. This way you can have a healthy relationship with a girl who isn't your cousin.
