I believe that if you know all about the risks such as STDs and pregnancy and you and your partner are using contraception such as condoms and The pill it will be ok. Just remember that sex isn't the most important part of a relationship, that if you really love a guy and he loves you too then you'll just enjoy the time you spend in each others company and not feel the need to jump into bed with each other. If someone is in a relationship just because they can have sex with the other person then it's not love. And I'm pretty sure that every girl on the planet dreams of finding true love. It's natural, we've all grown up reading fairytales and hoping that one day our own Prince Charming will come along to sweep us off our feet. Do you remember any mention of sex in those stories, cause I don't! If you love this guy, find simple but special ways of showing him. If he's decent then he'll appreciate it and it'll be enough. If someone loves you, you will be enough

reader, anonymous, writes (19 August 2010): Any age under the LEGAL age of intercourse is too young. You're already 3 years under the legal age in the uk (16) and 4 or 5 years under the legal age in other countries and cities, such as the USA (17, some 18). So yes, you are way too young.
The fact you're body hasn't fully developed yet, so you're too young physically AND mentally, as much as you say you are. There's still so many reasons for why you're still young.
I'll list a few.
Getting a bad name off people, you'll regret it in the near future and wish you waited for the right person, getting used, not fully knowing and understand the consequences of STI'S and birth control, pregnancy may happen, higher risk of cervical cancer. Not to mention it could effect you mentally in the future (as I've seen happen to A LOT of girls I used to know).
Enjoy your childhood, not rushing into being an adult. There's other ways of having fun without having sex you know.

As everyone else has said YES you are to young, you should be enjoying your life as a young teen not throwing it away. The simple fact your asking the question is proof enough your not completely comfortable with having sex. There's also the huge risk of pregnancy and teen lads will usually run a mile at the first thought if it. You have your whole life ahead of you, PLEASE don't ruin it.

 Be carfull with that. If you have had more then one partner this WILL ruin you reputation. And this goes for women of all ages because of the double standers but what ever. Sine you are 13, and 13 is young for sex you should be evin more carfull about having sex and wtih wmo you do it with.
The firs time I hade sex was at 16 and I regret it, because teen age girls are too focused on guys and what guys think that they miss there whole teen years. Boys yours age are not seriouse about relasionships enywais so focus on other things...
