for the op judging by your age it sounds like your bf probably doesn't know what to do. and hes probably a little scared to take it any further.
i suggest being more direct tell him exactly what you would like to do and ask him if he wants to do it... basically yes or no questions not open ended ones that can be turned back on you.
but at your age i would advise against any sexual escapades
