What you need to think about is what you are getting yourself into. At age 13, there is no way that you are going to be with this person until you are 30. Even if you don't think things will change, one of you will. If you take it too far, you could end up broken hearted, and always think back to your first time as a huge mistake.
Also keep in mind that if you're having oral sex at 13, you'll get used to thinking it's ok, and before you know it, you'll be 14 and having sexual intercourse. By 15, you'll have your first baby, and by 16, you will be crying about how you wasted your life and you couldn't even go to prom.
Don't expect that things in your future will fall into place. You have to work for it now.

Anyway, 13 is pretty young. But that's not the main issue here.
The main issue is you need to learn NOW, very very young, that you are the boss of you. Don't ever ever ever ever ever ever ever ever ever do anything sexually that you are coerced into doing for any reason. No guy, girl, of any age can make you peform sexual acts on them unless you are totally consenting.
Now the part about your age. It's pretty hard to be consenting at 13. Sorry, but you don't really know enough. How old is the guy, first of all? If he's in your grade at school, then my personal opinion is that there is nothing wrong with a little experimenting. The problem is that guys who are older than you can use you, and you need to talk to an adult about this if they ask you again.

 The first thing that comes to my mind is that he has done that before. This means he has a chance of being infected with an STI. Make him get tested.
It is not a good idea to become sexually active at your age. It will be hard to find a decent guy later in life.
Dont ever let someone pressure you into doing anything that you dont want to.
