First off, good for you not instigating sex with him or having sex if you're not into being that type. And secondly, if he hasn't contacted again because you didnt have sex, that speaks volumes! Its a win win situation for you really.
Although from what you say, it doesnt sound to me like thats not why he hasnt been in touch.
There could be a multitude of reasons. No credit, busy, shy, doesn't think you like him because he's waiting to hear from you? Loooooooooads of reasons.
But mainly, if he really doesn't seem keen because you didnt put out, you're better off not going there.
I would bung him a txt if you have his number just saying hi! Go on. Bite the bullet! You're too young to be old fashioned and expect the guy to make the first move.

Only one way to find out - call him, ask him if he wants to go to the movies or something.
Maybe he's just not interested, maybe he did expect a one night stand...
If you're interested in him and feel it's worth pursuing, call him, casually ask him out. If you only really want to know if he's annoyed you didn't sleep with him, leave it.
