Online? There are so many horror stories on the news about paedophiles tricking teens online and parents are told not to let their kids go and meet people like that.
Ask her calmly what her reasons are. Tell her you just want to understand why she thinks it's a bad idea.

 You should talk to your mum and calmy ask her why she doesn't want you to see this boy.
She might be concirned about your reasons for wanting to see him. Do you like him? Maybe she's afraid you're trying to get a boyfriend too soon and is worried about you growing up too fast!
On the other hand, she might have heard some things about this boy or his family she doesn't approve of. Why is your mum no longer in touch with your friend's parents?
If they are no longer friends, she might want to avoid seeing them again.
As I said, talk to your mum and find out what the problem is.
