 Most of the time, when you are best friends with a guy they are into you.
He may try to keep it on the low because of his girlfriend. When a guy actually dates a girl he must like her alot so he probably won't break up with her for you in case it would hurt her.

Sorry, but he has a girlfriend. If you say anything, you're disrespecting her, you're disrespecting your best friend and you'll get a bad reputation as a girl who steals other girls boyfriends. If he liked you, he would dump her by himself and come to you.
