I don't want to hurt his feelings... what do I do?

Me and my friend went out for like 3 months and we broke up. But then he started talking to me again and he is like i cant live without you. And i really liked him and then we always talked and now its been 10 months since we met and started liking each other. And now he is doing drugs and he doesnt care about much, and his whole life seems to be going down in the drain, and i dont want to see that happen to him. And now we dont talk so much because he is always getting high. I started talking to this other guy who I now kind of like, and then the one guy ive known for 10 months randomly talks to me and says i love you. I'm not sure if i feel the same way, and i dont want to hurt his feelings...
