 At this stage the correct thing to do would be to wait until he breaks up with his girlfriend. The reason i say this is because if you were going out with him you would not want some other girl asking him out would you. Anyway at your sort of age relationships don't tend to last overly long, so the likellhood is they will be over in a short time, then you can make your move.
