No, and you don't need a mistletoe to kiss her either. I would ask her to her face or send her a little note- A guy in highschool walked by my desk and dropped a note on it and I opened it up and it said: Will you go out with me? and there was a YES and a NO and it said to please circle and return. I thought that was hilarious and I circled the yes. It was light and fun as opposed to "heavy" and "intense" and it made me smile.

Is this a hypothetical question or do you have a specific girl in mind. If there is a specific girl you might want to kind of hang around and work up a little rapport. Just targeting some cute girl and launching your self at her like a patriot missile at a scud rocket may result in your being the one spiraling to the ground in flames. I found this out the hard way. Just because she so looks like the girl of your dreams....means nothing when you are face to face.

 To be honest, it doesnt make much difference. If she likes you she'll want to go out with you, if she doesnt then no amount of stars are gonna change her mind. In saying that dont ask her in front of all of her friends or a lot of people and definitely dont get a friend to ask her.
Just pick a moment when you are alone with her and its not too busy or crowded and tell her you like her and you were wondering if she wanted to go out sometime?

Secondly you don't want to ask her right before the bell rings or in some other situation where you might get interrupted mid invite. As for the place and time its really best to ask when it just feels right, ya know it those moment where time seems to stop or your heart starts pounding with excitement or what not.
If you want to arrange it, pick a place that might have significance to the two you, if you can, or a place you consider special or a place you know that she loves. Hope the helps XD

 It may be harder, but directly from you and your mouth is 1000-times better than relaying it through a friend. Yeah, there's a chance you may get shot down, but at the same time, you might not. In either case, it's better to face it.
As far as when, I would think daylight would be better... less creepy or intimidating. Save the starry night for a date.
