 Firstly you have to decide where your own limits are, then, as has been said, communicate them to your b/f.
If you draw the line at penetration, say so clearly; then, if you are both inexperienced and hesitant, experiment slowly and within your mutual comfort zones.
HE is weird with you because he is now uncertain of what you want, and is afraid to ask - communication again.
After suitable discussion, if he is still unsure, start by placing his hand on your breast, over your shirt, and leave the rest to him; I'm sure he will know where to go from there!
