 What people say and what people do are two different things.
saying "I love you" means nothing if they don't show you they love you...
if you have no reason from past relationships to doubt him and yet you do, that's a good sign that your gut instincts are correct and he does not love you...
A man in love will move heaven and earth to be with the woman (person) he loves....
If you do all the calling, stop calling... if he does not call you or find a way to contact you, then he does not care as much as you want him to.
