How do I get him to make that move?

There's this guy I know, we've known of each other for a while, I've been to a few parties with him now and the first time we had a bit of a spark, nothing major happened, we held hands and we were affectionate and what not, and I don’t know, was just something I liked about him. A few weeks later I saw him at another party, he wasn’t as affectionate, but I could sense something was there, I can’t seem to stop thinking about him, and I don’t know how to get him to make a move. I tried making suggestions, however I just think he’s not the type to make a move easily. I’d like something to happen, maybe he doesn’t like the fact that I've shown interest now, and is maybe less enthusiastic about doing anything, that’s what I’ve heard he’s like anyway.
