i don't agree that 16-17 is too young for sex, i would not advice it as you need to be emotionally ready, but here in the UK 16 is legal.
as for the dirty talk the best thing to do is maybe tell him which parts of his body you love and why and then which parts of your body you like him to touch,kiss,etc and how it makes you feel. for instance if he is kissing you in a certain spot say something like "baby that feels so good, you're so sexy" or whatever floats his boat. Also i find guys love it when you do it in a "porn star" voice. makes them feel like they're in their own dirty movie, but without the cameras. just go with the flow you will find it easy.
