How can I make my husband be more responsible?

i have a husbend who has a chimecal disorder and i he is going out to have fun all night and working at afternoon . when he is coming into the house he's main and grumpy don't talk to me dont joke with me . i dont see him and he doesn't want to take care of his responsabilities at me and my duaghter . he has a low income so he is always take from my income but i dont take anything from not even a word or dinar . i feel in stuck . what should i do make him feel reponsable at our family even though my parents in low says he is sick and crazy dont count on him
