 Keep him as a friend, you are both y oung. If you try to pressure him in to any thing more you will scare him off. When he matures a bit more he will see the value of you and maybe you will get your wish.

You should tell hit your feelings yes. He may say he doesn't like you either but you're hiding your feelings, so it's quite possible he's hiding his too. It's not certain he does feel the same way, but there's no harm in letting him know how you feel. Hope this helps.
