 It sounds like he may want to become sexual with you but is too nervous to take control of the situation. If you just surprise him and tell him what to do he will get the experience without worrying about what he should be doing. So if you want to he gave you the ok to open up his sexual world and if you are comfortable with it then it may boost his confidence to make take more control in the future.
