 He wants sex and feels that he can use you to get it. Frankly I would cut him off clean. You need to get over him so you can move on and it is unfair of him to try and keep you until he finds someone to replace you.
Take care of yourself and let him worry about his own self.

what you can do is ask him clearly what he wants from you and he is answerable to you..may be he is just passing his time or may be he wants to know what you will do with him there could be more than hundred maybe's so the best thing is to meet him or call him and ask him straight away what he wants!!!!!!!
