 I think that you should accept that he is leaving and move on, at the end of the day if he is moving away to go to college then nothing long term can come out of it and if you just tell him now that you like him, then you may just end up being hurt more.
Why not take a look at other guys that arent 'bad boys' and are nice guys that will treat you right and that are not planning on moving.
