 It does sound like he does like you, joking around with you, and also giving you compliments too are a good sign he does like you. Generally when a guy fancies you he may want to be around you all the time, he may give you lots of direct eye contact, playfully touch your arm, touch your hands when taking something, and compliment you on how good you look, or how nice your hair is.
If you really like him, and you think he likes you i would however wait until you are at least 16/17 before dating him. I know 3 years is nothing and in a couple of years when you are 17 and he 20 it will seem like nothing atal. But as you are still 13-15 i would just wait till you are over the age of consent.
