Dry humping but not yet kissed!

There's a guy who I fancy like hell, he's very sweet and kind, but we've only known each other for about 2 weeks. I've slept over at his house 3 times now, the first night we had company but he showed the first indications of being interested in me with the cinema arm trick as we watched a film and he cuddled up to me when we went to sleep. The second night we were alone and spent it cuddling while he rubbed circles into my back etc. I wanted to kiss him, but he always buries his head in my neck so settled for giving him a kiss on the cheek which he did return. Last night I stayed over again and he did the same thing, but was evetually guiding me towards dry humping him, which I did, but he still hasn't kissed me yet. I find it very odd that he did that but has not yet afforded me the opportunity to kiss him...does this mean anything?
