So, let's assume then that he likes you.
Will this change your attitude / behavior toward him somehow?
The point here is that relationship takes two people to work.
As to "Is it just a friendship" - Only if it is what you want.

 If you like him ask him out for a coffee or lunch or something and then see how you get on on a one on one basis and you will probably be able to get a better idea of how he sees you.
