Like I just want to put my hands all over him and him do the same thing to me. I dont like them like I want to date them though, just strictly out of lust and desire. I havent acted on any of these urges but mostly because Im afraid of being a hoe. Because I think if I do it once Im going to do it all the time. I have a very addictive personality and when I like something, it doesnt matter what it is, I really like it alot. I become in a way addicted and I keep doing it regardless if its good or bad. My ex told me I was addicted to sex. Could this be true? Even though I havent acted on any of these desires?

 At your age, sex is a perfectly normal urge. In fact, it will be normal for many years to come and, hopefully, throughout your life. Whether your attraction is toward hispanic men or anyone of a particular race or look is immaterial in my opinion.
And to think that you are "addicted to sex" is rather silly - everyone who is normal needs and wants sexual gratification. It would probably be smarter to enjoy amorous activities with someone who cares about you than just based on race or creed, but whatever turns you on.
