 I would definitely get her a card. All women of all ages like to receive a card. I think flowers and chocolates are a bit overboard unless you are going out together. Do you think she will expect something from you? If you are trying to get back with her I think a romantic card with words that you have added will probably be a start.

Dude take her out to dinner man valentines day dinner like then u spend time together and stuff but like if you to get along stuff like that then talk to her tell her you like her like I used to be shy when it came to that but I realized keeping my mouth shut got me no place it takes action like sometimes I'm shy and nervous but after you push the words out they are out and heard ya know honestly you go for it man I'm routing for you brotha
