 Sperm can live anywhere from 2 to 5 days once inside the female body. The temperature inside the human is optimal for sperm survival.
However, outside the body, sperm live only a few hours. This depends on the ambient temperature and the rate of evaporation of semen.

If the semen was totally dry, and not in the process of 'drying', then probably not. If the semen is totally dry, the sperm no longer have their nourishing fluid to keep them alive. So if you masturbated with totally dry semen on your hand then you should be fine.
However, you should always wash your hands before touching you vagina if you have semen on your hands, dry or not. This was you are absolutely sure your hands are free of sperm, live or dead, and are free to touch your vagina.
