She's going to uni - you're 13 to 15.
You've left it to the last minute so you clearly don't expect to get anything back from her.
So, telling her will make you feel better but she will 99% not want to get into a long distance relationship with someone who is younger than her.
If you say "I love you" then what is she supposed to say? "that's nice"?
Don't do it to her face, because although it will feel BRILLIANT for about 2 minutes, it's going to feel horribly awkward and probably embarrassing within seconds of that.
My advice is to give her a letter. You can pour your heart out in your own words and you won't have to have her turn you down to your face or WORSE tell you how sweet you are and call her friends over.
Give her the letter and run.

reader, anonymous, writes (21 July 2009): Love is a tricky subject, trust me I've been there. I think the best thing to do is to get her on her own and tell her, don't beat around the bush. This will not only make it easier, but will also make her feel more special.
But the important thing really is to tell her. If you love her enough you'll find your own special way. You don't need to make a fuss. Just make sure you tell her :)

ask her could you see her for two mins and say you want to ask her something make sure she is away from her friends.. sit her down and compliment her on what shes wearing or whatever just get talking and in the end just say the reasoon i asked you over here i would like to know would you like to go out sometime and you will get your answer at least you will never be wondering if you dont do it.. i know its nt as straight forward as im telling it, go do it around my guidelines if you would like and see where it takes you it may make all your dreams come true

 Well babe,
be honest, take her out somewhere like the park for a cute picnic and tell her as romantically as possible (us ladies love it!), be supportive, visit her at uni or if face to face is too hard, write a letter and get it over there pronto!
