 I think you are working too hard trying to decipher you ex's behavior and you are also sending mixed signals.
Seems like this to me:
1- You are not sure what you really want.
2- He is down with some sex (duh).
You might want to consider taking a break from him and guys in general for a bit. It appears to me that you could benefit from some YOU time rather than getting wrapped up in this kind of drama.
Men want women and boys want girls, these are two totally different arenas. You can decide which arena you want to be in now that you are old enough.

 If you two weren't a serious couple prior to this then all the things like hanging out, sex, and cuddling means that you two end up at the same place which is a FWB type of relationship...unless he has changed his mind or is starting to.
Hopefully he has had a change of heart. Unless you hold up your resolve for more, then things could easily stay the same as they were.
