 He's making excuses. If he really wanted to talk to you, meet you again etc. he would manage to do it no matter what.

 Having no phone credit is an extremely lame excuse. It is also only a valid excuse for a few hours until you buy more credit. If that is his reason for not having a third date then I think it would be best to just forget him.

When you are really interested in a girl Hell I would go out of my way if I want to talk to her I will waste credit get my relative or mates phone make it happen. Let her know I am up for meeting up and talking to her and that I am still interested.If you do not hear from him in a few days chances are he has lost interest, cause everyone needs credit to communicate and make calls. You can not have a phone that does not make calls there would be no point!By the way how did he contact you to let you know that he has no credit? If he doesnt then he can always text the one message and state where to meet or whatever. If you use email there are so many ways to communicate darling.I do suggest you move on, otherwise you will just encounter someone who is not willing to make the effort now what about the later stage.. this is where people make an first impression try to impress the girl it is the early stages of dating!
