 I'll concur with "DieRomantic" - you are doing just fine. It is more important for you to concern yourself with other matters, such as safety, education, honesty and decency to name a few, rather than bother much with your sexuality and puberty. By all means, masturbate when you feel those urges - we all do and learn from it. No need to push it however, and your expectations will be realized soon enough. Your bod is just beginning to go through some dramatic changes. No need to worry - either about the hair, penile development, the voice changes or when. After all, there is nothing you can do other than keep yourself healthy and let it happen. You are becoming a young man - a momentous time for you - but enjoy and don't rush it.

 I am a woman, but I've read about this topic and rest assured, you sound normal to me. If you don't feel comfortable talking to your parents about this (understandable) then you might want to look at some biology books, or a book written expressly for teenagers, about these changes that happen during puberty.
I read everything that I can get my hands on, and this helped me a lot. As you may know, boys tend to mature later in life than girls.
Nearly everyone, at some point, wonders, "Am I normal?" Everyone has doubts and fears, but I don't think you have any reason to be alarmed. Not all guys' voices change at the same time.
Hey at least you'll never have to go through menstrual cramps. :) Trust me, it's no fun.

 Hey Kid, first things first...take it easy. I know your curious about everything thats changing but trust me it'll all be okay. The hair is normal no worries, cuz they'll be much more soon to come. ehh the masturbation thing all i can say is take it easy and dont try to work it harder to get it out...as long as you can fell the orgasism then its fine and its working (it might take a couple trys to get the cum to arrive). The voice thing gets kinda annoying i know but my voice finally stopped cracking after awhile, you just gotta wait it out and use your voice to work it in (dont be embarrased when it does crack cuz all guys go through it).
