 Well, I'd be a little offended. It would be sleazy if he didn't have a girlfriend, but he does so that makes it just plain AWFUL. So, don't okay his actions! And don't get flirty with him, he has a girlfriend (who would be pissed off if she knew, I can assure you of that!). I would be wary of your friendship with him too, obviously he does not think of you as simply a friend. I don't think I could be friends with a guy if I knew that he was masturbating to my picture!!
It's okay if you're a little flattered, obviously he finds you very attractive and fantasizes about you. But, tread with caution. He clearly doesn't respect his girlfriend or your friendship.
