 You've never pulled the skin back before, it's always uncomforting to di that your first couple times.
Or the condom could be too tight, I find alot of them to be too tight.
Or you could have an allergy to latex.
But my guess is it's just because you have never fully pulled back the skin.

 try mastuebating more and pulling on the foreskin i know that sounds odd but that can be a cause.. if you're using a condom thats too small. in that case congratulations.

 It sounds like you're putting it on wrong. You need to roll it down over you, not pull it. If you do it right your foreskin should stay where it is.
It is a good idea to practice it until you can do it right. Otherwise it could be pretty embarrassing when you need to do it for real.
